To configure the complete memory dump you need to do it via the registry. Navigate to:
HKLM\SYSTEM\CurrentControlSet\Control\CrashControl
Modify CrashDumpEnabled to a decimal value of 1.
It now shows as a complete memory dump:

How to Configure a Complete Memory Dump on Server 2008
In the 2008 GUI the option for Complete Memory dump has been removed - why I don't know.
To configure the complete memory dump you need to do it via the registry. Navigate to:

There is a new check in windows server 2008 R2 when validating failover cluster which checks for the memory dump value and warns if the value is set to 0.
